Lt. James C. Edgerton, one of the original air mail pilots assigned to N.Y.-Philadelphia-Washington route on May 15, 1918, became Chief of Flying Operations after he was discharged from military duties in 1919.  Young lad in photo is Lt. Edgerton's sister Elizabeth.
